About this package

This is the technical package: identifying critical risks, building bowties, selecting critical controls, writing performance standards, assigning critical control owners, designing a verification program, and responding to and learning from control failure. It is written for the person who will build and run the business's critical control management, whether that is a WHS or risk adviser, an operations manager or the owner.

Participants work through one critical risk from start to finish, using a full case pack and the same templates they will use afterwards. The emphasis is on choosing the few controls that matter most, defining what 'working' means for each in terms that can be checked in the field, and verification that finds the weak points before an incident does.

Learning outcomes

After the session, participants will be able to:

  • Explain the WHS or OHS duties that apply to high-consequence risks in their jurisdiction, including where Victoria differs and where mining safety laws add requirements
  • Identify and prioritise critical risks by their worst credible consequence
  • Facilitate a bowtie analysis: the unwanted event, its causes, its consequences, and the preventive and mitigating controls
  • Select critical controls against clear criteria, and keep the list short
  • Tell a control from an activity, a procedure or a support arrangement
  • Write critical control performance standards with an objective, performance requirements, erosion factors and failure criteria
  • Assign critical control owners and set out what each is accountable for
  • Design a verification program that tests existence, implementation and effectiveness, at the right frequency
  • Analyse verification results and tell isolated failures from systemic problems
  • Respond to and investigate a critical control failure
  • Report critical control performance upwards in a way that supports decisions

Questions about this package

Does completing this make someone a qualified practitioner?

No. It builds practical capability and includes an assessment, but it is not a qualification or a licence, and it is not nationally recognised training.

Is this based on the ICMM approach?

It follows the same broad approach as the critical control management guidance published by the International Council on Mining and Metals (ICMM), and applies it beyond mining. It is not produced, endorsed or reviewed by the ICMM.

Can we edit the documents?

Yes. Presentations, guides, workbooks and templates are supplied in editable formats so you can adapt them to your workplace. The copyright notice must stay.

Can we use the packages outside Australia?

Yes. The method applies in any workplace and follows the same principles as ISO 31000 (risk management) and ISO 45001 (occupational health and safety management systems). The legal content refers to Australian work health and safety (WHS and OHS) laws, so a business elsewhere should replace those slides with its own country's requirements. The materials are editable for exactly that.

Do participants get a certificate?

Yes. The package includes an editable completion certificate template, plus an attendance register or training records spreadsheet, so you can keep proof of who completed the training for your WHS records. It is a certificate of completion issued by your business, not a nationally recognised qualification.

Can we deliver it face to face and online?

Yes. The packages are designed for face-to-face sessions and work over a video meeting platform. The facilitator guide notes where an activity needs adjusting for online delivery.

Can we run it more than once?

Yes, as many times as you like, for your own organisation's workers.

What is your refund policy?

Your rights under the Australian Consumer Law are not affected. See the Refund Policy for how we handle a package that is faulty, not as described, or not what you ordered.

Do we get future updates?

You keep the version you bought for as long as you use it, and corrections to that version are made available to you. A new edition, for example following a significant change in the law, may be sold separately.
